We are now looking for an experienced and strategically strong Department Manager who wants to take overall responsibility for leading and shaping a new authority department within the Municipal Executive Office. The department will be responsible for:

• Building permits and supervision
• Permit assessments, such as serving licenses and farm sales
• Environmental and health protection
• Supervision and assessment according to relevant special legislation

Responsibilities

As Department Manager, you lead the work of consolidating authority roles currently located in three different administrations into a joint department within the Municipal Executive Office. The new department starts on January 1, 2027.

Your mission is to create a cohesive, efficient, and legally secure authority organization with high quality, clear service, and a development-oriented approach.

In the role, you are responsible for:

• Creating a cohesive and efficient authority organization
• Leading and developing the department to be part of societal development
• Contributing to the municipality's sustainable growth, attractiveness, and good business climate
• Ensuring high legal certainty and quality in case processing and supervision
• Developing common working methods, culture, and governance
• Balancing service, accessibility, and clear communication with legal requirements

You lead the department together with two unit managers and have full responsibility for operations, economy, personnel, and working environment.

You are part of the Municipal Executive Office's management group, where you also contribute to the strategic development of the entire municipality. You are expected to take a holistic perspective, contribute actively to cross-administrative issues, and be a key player in the municipality's continued development journey.

Qualifications

You have extensive experience in leadership roles within, for example, municipalities, county administrative boards, state authorities, or related sectors.

We are looking for you who have:

• A Bachelor's degree in law, urban planning, environment, public administration, or other education deemed equivalent by the employer
• Experience in managerial roles
• Experience in leading change processes
• Experience working in a politically governed organization

We would appreciate if you have experience with building permit operations, permit and supervision work, or environmental and health protection work, but this is not a requirement.

We are looking for you who are a confident and clear leader with strategic height and a good understanding of what it means to lead in a politically governed organization. You believe in developmental leadership and have the ability to create engagement, direction, and participation even in complex change processes.
